Does Russia Belong in the Olympics?

It has become the competition between the competitions: the bruising fight every couple of years over whether to let Russia back into the Olympics.

Despite Russia being found guilty of a state-sponsored doping scheme, and repeated subsequent efforts to cover it up, the World Anti-Doping Agency on Monday could level a sanction that bans the country from the 2020 Tokyo Olympics—but again allows Russian athletes to compete under a neutral flag, as they did at Pyeongchang in 2018.

That notion has sparked outrage among Western athletes and clean-sport advocates and calls for a harsher punishment.
