ISTANBUL — Turkey's greatest monument, the Hagia Sophia, has spent the past eight decades as a museum, its secular status serving as a compromise between Muslims and Christians who have both worshipped beneath its vast dome over the centuries.

Now, however, Turkish President Recep Tayyip Erdoğan wants the Unesco World Heritage site to become a mosque again to fulfill a dream nurtured by his conservative supporters. It's a move that risks roiling relations with Turkey’s neighbor Greece and other Western countries, who argue the 6th-century architectural marvel belongs to all humanity.
