This is a study of what happened to the civilian population of one of America's largest cities in a situation experienced by no other urban community in the nation: It's occupation for a period of years by an enemy military force. New Orleans was occupied by Federal troops on May 1, 1862. They were not finally withdrawn until 1877, but this study is concerned only with the war years of the occuptation. In it, every important phase of civilian life -- from the daily struggle for the necessities of life to the mental attitude of the population -- is examined. Necessarily, it is also a study of the technique of occuption worked out by the United States forces to fit a situation almost unknown to American military authority.
